Guidelines

The main output from the project will be the development of guidelines to assist practitioners in making informed decisions relating to appropriate streets design. This is based on a range of factors, such as traffic and housing density, road safety, accessibility, parking, public transport, cycle and pedestrian movement, maintenance requirements, placemaking and issues relating to the provision of utilities and emergency services.

The guidelines will also support the objectives of the Government's commitment to sustainable development as expressed in the 1999 Sustainable Development Strategy, ‘A Better Quality of Life – a Strategy for Sustainable Development in the United Kingdom ', ensuring that residential streets meet the needs of all street users, not just motorised vehicles.

The guidelines emerging from this project will be published by the Department for Transport and the Department for Communities and Local Government

Progress

The consultation period for the draft Manual for Streets was completed in August. We had an overwhelming response from practitioners who attended the workshops and submitted an online questionnaire. The seven workshops held in Newcastle, Manchester, London and Bristol were attended by several hundred people comprising planners, developers, architects, highway engineers, safety auditors, access groups, local government representatives and consultants, and we received 158 responses to the online questionnaire on this website, with an additional 65 direct responses from individuals representing various organisations.

Revisions to the draft Manual for Streets are now underway, based on the feedback, and the team are on target to submit the completed Manual for Streets towards the end of the year, with publication of the document by DfT and DCLG expected in March 2007. The research undertaken to provide the evidence base for the Manual for Streets will be published as a TRL Report later this year.
